Connecting problems on Win10 and Android 9

I am trying to connect my Win10 Version 2004 and Android 9 Smartphone with the KDE Connect app (From Google Play Store.
Both devices are in the same network (the PC is connected with an ethernet cable if that matters).

On both screens I cant see the other device. Its also not possible to add / connect them via "Add with IP" or "Add with Hostname" option.

What Ive tried:
Restarting both devices
Adding via IP or Hostname option
Starting KDE on Win before Android app (also backwards)
Adding an exception to windows firewall "D:\Program Files\KDE Connect\bin\kdeconnect-indicator.exe" - private and public network allowed
Giving all permissions on android


I hope that I posted this in the adequate channel as this is a windows and android problem

Where did you get the installer for KDE Connect on Windows?

I downloaded it from the main kde page but I cant seem to find the part for the windows application anymore..
but I found the download link in my browser "https://binary-factory.kde.org/job/kdeconnect-kde_Release_win64/lastSuccessfulBuild/artifact/" (I removed the version.exe that I used "kdeconnect-kde-1.4-272-windows-msvc2019_64-cl.exe".)
