kde connect in win7 can't be updated or uninstalled

According to the results of google 0xc000007b, I have tried nearly everything, including update all VC++ runtime libs & .net frameworks, but the problem remains.

end these 3 processes : dbus-daemon.exe , kdeconnectd.exe and kdeconnect-indicator.exe
and any other processes that have the prefix "kdeconnect-"
and then try uninstalling. It should work then, No safe mode needed.

I have the same problem. The last proposed solution does not work.
I have ended the processes for two KDE processes, plus the dbus process.
After doing so, I've tried running the builtin KDE exe file for uninstall.
Also the uninstaller from ccleaner, and the windows 7 programs uninstall.
Each time, I get "access to file path is denied" Running in C/Program Files/KDE.

I have also tried using the Geek ("Force") Uninstaller. Same response.
Is there a way to stop the program running altogether, outside of Task Manager?
