You may need to use an application such as Blueman in the interim, whilst support for connecting to the internet through bluetooth devices is developed by the Network Management and Bluedevil developers.

It is possible that your Mobile phone is either not supported by Blueman, advertises the functionality in a proprietary manner, or lacks the functionality.

When Bluetooth devices are discovered by a computer, they include as part of the discovery process, a list of services they can provide, which is "advertised" to bluetooth devices in the area (including your computer)

Which services were listed by Blueman on your mobile phone? You will be looking for something similar to "Serial port".

That is extremely unusual, and indicates that either ModemManager is missing, or that an incompatible version of Blueman has been provided by Ubuntu.
