BlueDevil (or Solid?) does turn off the bluetooth adapter

I use KDE 4.6.3 on an HP 8710w laptop. When I turn off the bluetooth adapter from the menu of the bluedevil system tray application, rfkill still lists the adapter as enabled (and so does blueman, which is running in parallel):

If I turn off the adapter from blueman, the system tray icon disappears and bluedevil says there is no bluetooth adapter. This is only partially true - partially, because rfkill does not list the hci0 interface:

I found this bug: Kdebluetooth does not start unless there is an active bluetooth adapter, but I think the problem is more general and I suspect Solid does not provide the necessary functionality. I'm trying to raise awareness of the issue so that eventually a bug is created (and hopefully, fixed in 4.7).
