Hi,

There is a volume slider by name of Notifications Sounds which doesn't seem to do anything. What is it?

At here the 'Notification Sounds' sets how loud is the notification sound - 'Play a sound' at the notification settings.

It has always been at 0 for me and yet I hear notifications just fine.

If I move the slider it goes back to 0 right away in front of my eyes.

Do you know if 3rd party apps like Chrome, Slack app, etc. also follow this notification sounds?

Maybe, if there is a standard/specification for the notification sounds: https://www.freedesktop.org/wiki/. And the developers of the 'Chrome, Slack app, etc' are following freedeskop standards/specifications.
