Volume set OS to 74%

I use OpenSuse Tumbleweed with Plasma 5.23.2. It often happens to me that the system sets the volume to 74%. Is it possible to go back so that the system remembers the last volume state?

I've tried a different environment and it does the same. So there is a problem with OpenSuse. I'll ask about their forum.
