How to properly scale icons ?

I am using an icon set that has some icon sizes that look blurred and not clear and sharp.
Icon theme in question is: oxygen colors

Now i have been trying to resize 128x128 size icons my self, into smaller ones but result is always blurred.

here is a comparison between original KDE logo icon and one that i resized(same as one that came originally with icon theme)

left one is sharp and right is blurred. difference is a bigger with smaller icons.

Any tips or advices how to get these icons to look sharp and clear?

My best advice would be to grab the original svg icons, and export them at the size you want, that is how i do it. Resizing png's always tend to look blurred.
