Unfortunately that doesn't provide any information on why it failed. Did the Picasa plugin request information from you such as a username and password?

note the other pluging like open with krita or kolourpaint or gwenview works fine

It seems that the Picasaweb support doesn't recieve the right file name from KSnapShot, or depends on the file having already been saved. I would suggest filing a bug at bugs.kde.org.

recompiled just now = works send to gvenwview but i get
