Can't set volume per user

If I set a volume, it sets the same volume for all users.

For example:

I turn my volume to it's lowest setting or mute because I am somewhere quiet.
I then logout and another user logs in, their volume is set to lowest or mute.
So that user then turns up the volume to listen to some music then logs out a little later.
I login again and my sound is way up to what the second user set it to.

My audio is Intel (ALC270) internal soundcard according to Kinfocentre.

I am running kubuntu (both 11.04 and testing 11.10) and the behaviour has been the same for the past few KDE releases.
