Okular layers and tags

In the last GSOC one guy was working on adding layers and tags capability to Okular. See here: http://sahebpreet-kde.blogspot.se/2015/05/my-gsoc-2015-proposal.html

Has this ever been merged? How is it possible to use this features? Is it possible to add custom tags?
