I'm looking for a budgeting package which uses the "envelope" method. Looks like Skrooge or KMyMoney might work. For those of you that use either is that the concept behind them?

Are either considered a zero-based budget?

Skrooge is well based on "envelope" method.
Skrooge uses a "garbage collector" mechanism to take into account all operations in budgets.
