Kubuntu 11.10, KDE 4.7.3, both fully updated.
Kontact version 4.7.3 Kmail version 4.7.3 I have Kontact properly setup and configured, including Akonadi. Everything works perfectly except for one thing: When creating a new message and typing in the To: field, only Recent Addresses are searched for a match. None of my Contacts are searched at all. This wasn't the case in earlier versions. What changed, and is there any way to get this functionality back?

I had this problem with an earlier version of kmail and found a mismatch between the location of the Contacts database - right click on it to find its address - and the entry in System settings>Personal information>KDE resources. Correcting this mismatch - I forget which way round - solved the problem.
But it could be a different problem this time!

That didn't work.
An observation, which may/may not even be relevant, is that the akonadi-resource (System Settings > Personal Information > KDE Resources > Contacts) is marked Read-only, and there is no way to change that. It can be unchecked, but the change does not get saved. Because it is Read-only, it can't be set as Default. I have the additional dir-resource which is set as Default and is not Read-only. Both resources point to the correct location: /home/paul/.local/share/contacts/ This is frustrating.

Can you check to ensure that the location in question is valid? Also, I think that Akonadi is used with KDE 4.7.3, so make sure your Akonadi contacts configuration is valid.

Yes, it's valid. It is the only place where my Contacts, in sub-folders, exists. The structure is:
I've now removed the Read-only akonadi-resource from System Settings > Personal Information > KDE Resources. System Settings > Personal Information > Akonadi Resource Configuration > Personal Contacts, as previously posted, correctly points to /home/paul/.local/share/contacts/ These Contacts are still not searched when typing in a recipient email address.

What is the type of the "Personal Contacts" Akonadi resource? (as shown in Akonadi Console)

akonadiconsole reports Personal Contacts as Type: Personal Contacts, so I don't know what you are trying to figure out. The reported Mimetypes: text/directory,application/x-vnd.kdecontractgroup

I had a quick read of the code, and from what I can tell - only recent addresses will be checked at the moment, as code to handle contacts in your address book has been disabled.

Well okay. At least now I know why, and can hope that a future update will incorporate the functionality - again.
