I don't know the process, but I assume anyone more involved in the KDE dev community would at least know who to talk to. I posted somewhere a while back about getting the Tellico 3 update packaged in KDE Neon, but there's been no news on that. I hope someone can make that happen.

I don't have any control over packaging myself. KDE Neon is based on Ubuntu, right? The Ubuntu and Debian packages, in general, have stagnated a bit.
