I know how to add a manual Dewey Decimal field in tellico, but is there a way to have that field updated from the Library of Congress, for example?

For adding the field,
Collection -> Collection Fields... -> New
Give it a Title, Description
Category would likely be Publishing, and Type would likely be Simple Text.

As for the connection to LCCN#, that seems like it would be a connection made within the context of each entry in the collection.

It's going to be similar to an old process I wrote for adding the LCC.

I'll have to check to see where the Dewey number is in the MODS output.

Just for closure, I'll note that we've got this answered on the Tellico mailing list.
