I can't use polish characters in Calligra. My system settings:
- Language: Polish(Programmers)
- Language for programs that not support Unicode: Polish(Poland)
- Location: Poland
- Format: Polish(Poland)
My OS is Windows 7 Home Premium(64-bit). I noticed something: when i press ALT button, to key a polish character there are underlined a first letters of names of buttons like: "File" or "Edit" etc. I explained it on screen shots.

try the other alt button on your keyboard

I can use polish characters only by pressing right ALT+letter(a,c,e,l,n,o,s,x,z) than i get ą,ć,ę,ł,ń,ó,ś,ź,ż

And it doesn't work
