Running Linux MATE,18.3, soon will change to v19. Am having no luck in finding a(preferably .deb, and/or, repository), for the latest(v2.2?) Skrooge, as I would like to try out this program. Unfortunately, Synaptics Package Manager has only v1.9 listed. Would sure appreciate some help. Thank you.

I think that Mint-MATE is based on ubuntu, so you just have to do that from a console:
sudo apt remove skrooge*
sudo add-apt-repository ppa:s-mankowski/ppa-kf5
sudo apt-get update
sudo apt-get install skrooge-kf5
