Desktop enviornment

Ok, so, I'm going to be honest; I'm not really that well versed in KDE in general. I've used a few KDE apps (kdenlive, RSIbreak, etc) but I'm an Ubuntu user. Now that I've established myself as a total noob, perhaps somebody could answer a question for me which may seem totally ignorant to the informed Plasma Active user.

How would one go about installing the Plasma Active desktop enviornment on an existing Linux installation? After a few days of searching forums this issue doesn't seem to be popping up. I've tried installing what I thought was a deb file off of pkgs.org; but all that happened was the desktop version of Plasma was installed on my system. Any ideas as to what I'm doing wrong? Or is PA so specialized in it's construction that it's not possible to install the DE over anything but a fully specialized kernel?
