I have dozens of folders within folders of my main photo directory. It seems that when I view a photo and return one level up to the 'browsed' directory it remembers the last position. when i go up two or more directories it doesn't remember the last position and i have to scroll down to where I was last. I'm not sure if this is a bug or feature of Gwenview, The last selected folder 2 or more directories up is selected but it's position isn't automatically shown when i return to browse.

I am not sure I understand what you mean: If I go in /home/aurelien/sub1/sub2 and then click on sub1, sub2 is selected. If I click on home, aurelien is selected. Same if I go to the parent folder with alt+up-arrow. Is it broken for you?
