That will be up to the Kubuntu developers to determine, you will need to contact them. The KDE Release Schedule can be found on KDE Techbase.

As of tonight, 23 March 2012, I am able to empty Trash with the right-click immediately after deleting new email. The following updates were received/installed this evening:

Seems I spoke to soon. This evening, March 23, 2012, the issue of right-clicking on the Trash to empty is still present. The option is grayed out.

Does the output of "kmail --version" indicate you are running KDE 4.8.2? If not, I would suggest looking at either a unstable/branch PPA which provides KDE 4.8.x packages - or waiting until KDE 4.8.2 is released.

kmail --version shows:

Qt: 4.8.0
KDE Development Platform: 4.8.1 (4.8.1)
KMail: 4.8.0

I'm content to wait until Precise goes Gold (final) next month, at which time I expect KDE will be upgraded to 4.8.2, if in fact it doesn't happen just before then.

Well, the issue seems to have resolved itself. I've been successfully deleting emails and right-clicking on the Trash folder and emptying it. Still running:

Qt: 4.8.0
KDE Development Platform: 4.8.1 (4.8.1)
KMail: 4.8.0

so, one of the recent dist-upgrades must have resolved it.
