I am using the latest version of Kubuntu and the problem is still there.

This is Kubuntu 14.04 KDE 4.13.3

The point is I can't see any of these windows and configuration dialogs that the guys are showing up there.

If I go to the system settings -> Desktop Search, what I see is a very simple dialog box which just has an entry for folder in which the indexing should not be done.
There is no other choice or option or link to any where.

And yes the Kontact is still not working, the search only and only searches for the message subject and not the body which is basically... well very disappointing.

By "search" you mean the filter bar?

I however can't reproduce the issue here (searches work fine).
