I have Kubuntu 13.10 Saucy. After I upgraded Kaddressbook to 4.12.1, there are no contacts shown in Kaddressbook. The .vcf files do appear to be located ~/.local/share/contacts. I receive a message on startup "Personal Contacts: Found file of unknown format: .local/share/contacts/wc"

I don't know anything about what wc does, but here is a wc file in ~/.local/share/contacts which appears to be a list of the .vcf files.

How do I restore/import my contacts into the new Kaddressbook version?

Remove that file (.local/share/contacts/wc). I don't have it here.
Maybe it prevents Akonadi to read in your contacts.
