Working week starting with Monday not possible

Linux Mint 17.3 KDE updated. KDE 4.14.2

Neither in System Settings > Date & Time tab Date & Time nor KOrganizer, nor in the calender of the system tray I find a possibility to start a working week with Monday.

Is there any workaround to achieve such a setting?

It works on my KF5 based KMail (I set it up like this a long time ago). That said, I can't check if the option exists there as I don't have access to an installation of 4.14..

This setting is in System Settings->Locale->Country/Region & Language, on the Calendar tab.

Thanks for your hint. This was the solution. I completely forgot the LOCALE in the general settings.
