Kmail basket templates

I made the settings of folders for mailbox: drafts, templates, sent inboxes and basket.
Drafts and sent templates are specified in the profile.
The inbox is specified when you configure the pop account.
But the folder to the basket templates i am not find. Where is it set?

I'm not sure I correctly understand what you mean with "basket templates".

Is it about the trash folder, i.e. where deleted mails are moved to?
This can be set in the accounts settings.
Configure KMail->Accounts->Receiving, select the corresponding account if necessary and click on "Modify", then switch to the "Advanced" tab.

I create account and mail folders for my mailboxes. I found, where i can set the paths for the folders: sent, drafts, templates, incoming. But I can't find, where i can set the paths to the trash folder.

I already told you:

PS: maybe you are using POP3 (not IMAP) and want to change the trash folder of your "Local Folders" resource?

You can do that in akonadiconsole on the "Browser" tab, by modifying the "Attributes" in a folder's properties dialog (right-click on a folder and choose "Folder Properties".
The trash folder has the attribute "SpecialCollectionAttribute" set to "trash".
You can add that attribute to any folder (though you probably should remove it from the current trash folder then...).

Maybe there's a different/easier way, but I don't know how (actually I tend to not use POP3 at all any more, and I never liked to use a trash folder either, if I delete a mail, or file, I want it to be deleted, not moved to some other folder...).

But normally a folder should be selected automatically as trash, why not just use that?
What's the point in changing it?

Where I shall go to open the Akonadi console? I don't quite understand on screenshot.

"akonadiconsole" is an application.
You should find it in the application menu, or just type "akonadiconsole" into Konsole, xterm or the Alt+F2 krunner dialog.

You may have to install it first though.
