This is a similar problem to what others are seeing, though not quite the same.
(P.S. ignore the "19.04" prompt; I forgot to change the shell prompt. This is 19.10)
I followed the instructions for "clean start after failed migration" but still get the same error. I tried to teardown apparmor, but apparently that option has been removed:
I also tried converting from mysql to postgresql, but I get the same kind of error. |

Further experiments:
I figured out how to get aa-complain, and I did aa-complain /usr/sbin/mysqld-akonadi and rebooted. Then I deleted ~/.local/share/akonadi and ~/.config/akonadi Then I tried akonadictl start . Still no good:
