I would like to know if Kleopatra support FIPS 140-2 approved algorithms and is RFC 4880 compliant, with non-deprecated encryption, decyption, signing and key management functions.

Strange question, did you read up what Kleopatra actually is?

I don't think so, it is a certificate manager, I generate keys with kgpg.
