Kleopatra-gpg4win coding / decoding / globalisation problem.

To whom it may concern,

Please Help!!

I have been attempting to use gpg4win and Kleopatra to encode / decode and send messages between two computers (with MS Outlook). Everything appears to work (eg. the certificates etc. get used and are accepted) however the messages are scrambled / are not correctly decoded. The only cause I can think of is that the sending computer uses an English windows version and the receiver uses a German version. This might have something to do with a globalisation setting or the character sets used but I don't find any appropriate settings to change this. Here is an example of what happens:

Sent: "Mit Ausnahme des nächsten Donnerstags und am nächsten Dienstag früh werde ich jeden Tag ‚im Büro‘ sein"
Received "Mit Ausnahme des n=C3=A4chsten Donnerstags und am n=C3=A4chsten Dienstag fr=C3=BCh werde ich jeden Tag =E2=80=9Aim B=C3=BCro=E2=80=98 sein"
Sent: "Mit Ausnahme des n ächsten Donnerstags und am n ächsten Dienstag fr üh werde ich jeden Tag ‚im B üro ‘ sein"

As one can see, any 'special' characters are being displayed on the receiving end as a type of unicode:
ä =C3=A4
ü =C3=BC
‚ =E2=80=9A
‘ =E2=80=98

Please help and give me some suggestion as to how to correct this!!
