Kleopatra greyed out "Certificate Import"

I am trying to setup Kleopatra on Linux. When I try to import certificates from clipboard or file, it is greyed out.
Like this option is greyed out:
Tools -> Import -> Certificate Import

Hello,

From what I read kleopatra uses gpgsm to import certificates, make sure you have it installed (it's usually part of gnupg2).

I got gnupg2. My package manager says it a dummy version though that converts gnupg2 to gnupg. when I try terminal install, it just says gnupg2 is already newest version. is it like this for everybody using Debian based distros?

When I load Kleopatra, it has everything green except scdeameon is red for failed. I am not sure if this is causing the greyed out import

I'm not sure about Debian based distros but it seems tah gpgsm is its own package:

You can check if it's installed with:

I got gpgsm (GnuPG) 2.2.19

I need 2.2.27 right?
When I try to install that .deb, it says dependency error, it needs dirmngr 2.2.27-2 or greater.
I have dirmngr 2.2.19 from my package manager
When I download the .deb for dirmgr 2.2.27, it just has a red line through the top but no text in the error.
