I have a imap mail account for which I have defined filters. But I see that they are not getting filtered and I have to apply them manually. Once when I selected 9 of them and applied kmail crashed. The target location of these filters is also an imap folder.

I use kubuntu 8.10 beta with kde 4.1.2

my mistake filter is indeed getting applied but only after first getting downloaded to inbox. So it takes some time. Is it possible to get the filter applied without having to download to the inbox first.?

How to do that with local filters ?

Have you heard about sieve? See http://www.fastmail.fm/docs/sieve/

Some providers support sieve scripts and kmail supports sieve as well.

I was a thunderbird user. There I did not notice this. All mails went to their corresponding folders. I dont know if they does it in background or not.

Is there any way to find if my imap server supports sieve or not?

Automatically? I am not aware of.

Just ask your provider. Not many do that because server side filtering increasing their load not yours.

If your provider doesn't support Sieve, you could also look at procmail. You will need telnet, ssh or (s)ftp access to your account for this.
