I read the help pages and they reference the "Network Page" under "settings" --> "configure kmail", but I have no network button. Does this button depend on another KDE app that I have yet to install?

As a user of KMail for 8 years, I have never seen a reference to "Network Page", so I agree, we need to know where you are seeing this.

Meanwhile, all the network settings are found under Settings > Configure KMail > Accounts. There you have tabs where you can enter all the network settings for receiving and sending messages. These are, of course, the details that your mail provider, often your ISP, give you.
