I have the akonadi-google resources working with Kontact. By using Google calender as the middle-man I am sync'ed from desktop to mobile. It's great but everytime I log out I have to manually start the akonadi-google resources when I log back in. They are off-line when akonadi starts them initially. Any ideas why?

Is a network connection available to your system when you logon? If not, this is the likely cause, although Akonadi should detect its requirements and go online when the network is available.

If it is, this is probably a bug in the Google Resource, which can be filed at bugs.kde.org.

I had to change my network connection from proxy to direct internet connection in the systemsettings for it to work. So, i think you are correct that it is most likely a bug with the resource itself

Can you please file one at bugs.kde.org if one doesn't already exist?
