I've just done a reload of my system. I have all of the files from my previous KDE configuration, but I can't figure out what files are needed to restore the account identities and passwords for kmail. Can someone offer some help?

You need to restore a minimum of:

~/.kde4/share/apps/kmail
~/.kde4/share/config/emaildefaults
~/.kde4/share/config/emailidentities
~/.kde4/share/config/mailtransports
~/.kde4/share/config/kmailrc
~/.kde4/share/config/kmailsnippetrc
