Kmail application language cannot be switched

My KDE 4.5.1 is localized except for Kmail.
When trying to switch application language in Kmail there is only one language "American English". This is true also for fallback language.
How do I get de (German) set as application language in Kmail?

You will likely need to install the appropriate KDE 4 l10n package. If you have installed it, you need to contact your distributor, as they need to merge KDE 4.4 and 4.5 translations carefully for KDE PIM apps like KMail to be translated.
