I am new to Simon. I am looking for software that convert audio file into text file (Speech transcriber). Does Simon transcribe audio file into text file? And if it does, How this functionality works?

No, Simon does not (yet) audio transcription. There was and is (dictation branch) an experimental dictation plugin but that's very much work in progress. For more information look at planet.kde.org and the kde-speech mailing list but it'll take time.
