Cannot open apps on touch screen

Hello All,

The touch screens are on an HP x2 10" detachable and a Microsoft Surface Go with keyboard/touchpad.
Both are running KDE Neon 5.15.2.

I cannot open apps by touching the desktop icon. Clicking on an icon with the mouse cursor using the touchpad opens an app. Once the app opens, I can use my finger or pen on the touch screen as input. When the keyboard/touchpad is detached, I cannot open any apps. Task bar and menu items open by touch with or without keyboard/touchpad connected.

If konsole is open and the mouse cursor is in the konsole window, touching an icon on the desktop with my finger/pen opens the app. If the mouse cursor is outside the konsole window, touching the icon does nothing. With or without the keyboard/touchpad connected.

It is obviously a software issue. This occurs on both the HP and Surface Go.

Touchegg is installed on the HP but doesn't appear to do anything.

Can anyone help?
