Display placemark dialog box with action buttons

I have been trying for several weeks to figure out how to bring up a message box with push buttons when clicking on a geodataplacemark so that I can initiate a cursor-on-target report for that particular placemark but I cannot find anything in the documentation to help me. My C++ programming skills are marginal. I have figured out how to install custom event filters that bring up Qt message boxes with custom buttons but I cannot figure out how to connect this to a placemark. I need to get the placemark ID and change the color and shape of the placemark to show that it is reported.
