if you're using linux, install the "kdevelop" package with your package manager. The files from the website are "only" the sourcecode, and thus not the easiest way to get the IDE set up. Here's the links neverthereless, in case the source code is in fact what you want:

For windows, there's the KDE on windows installation program, see http://windows.kde.org/. I'm however quite unsure about the state of KDevelop on windows, in fact I'm not even sure whether it's included in the installer currently.
