Sorry if this is a basic question, just trying to use KDevelop for hte first time. When I click on Project > New from Template and choose PHP, version control none I get an error message -

Could not start process Unable to create io-slave:
klauncher said: Unknown protocol ''.

I am running KDevelop version 4.6.0 using KDE Development platform 4.13.3 running on Mint 17

That was a bug a while ago, you can just ignore the message. The project should still be created (see "Projects" panel).
