I'm using Kdevelop 5.0.2 on Ubuntu 16.04 using this PPA: http://ppa.launchpad.net/blaze/kf5/ubuntu

I'm following the following bug: https://bugs.kde.org/show_bug.cgi?id=279592 and would like to understand whether it's already possible to configure dark theme on per-app basis, i.e. for Kdevelop only?

According to git branch --contains, the commit mentioned in that bug is only in master, not in 5.0, i.e. it should be available in 5.1+ (not released yet).

Nothing fixed yet, but certainly before end of the year.
