I pressed something and suddenly KDevelop strangely maximized and upper bar (this bar with x, (un)maximize and minimize options) and bar downside (where the menu and running programs appear in cinammon) disappeared. I tried exit full screen mode but apparently it isn't fullscreen. Also tried to restart KDevelop (doesn't work) and computer (neither).
How to return KDevelop into normal mode? EDIT: Apparently, my KDevelop is some "eternal fullscreen mode". It appears as a fullscreen mode (There is "Exit fullscreen mode" in Settings), but when clicking on it nothing happens (besides changing to "Fullscreen mode). When I leave the editor rest for a while, it somehow change this option to "Exit fullscreen mode"). There's not any difference when clicking it.

Sounds like you screwed up the window height in your window manager. Try pressing Alt (or the Windows key?) and then right-click dragging the window to resize it, and scale it to a smaller height.
I'm working on the KDevelop IDE.

I doesn't appear like this problem. The editor itself exactly fit inside the screen and moving it doesn't work. So, KDevelop looks like in a fullscreen mode, acts like in a fullscreen mode, although any de-fullscreen stuff doesn't work.

You can bring up the Window Actions menu (which normally pops up when right-clicking on the title bar) using Alt+F3.
Check to see if Other Actions -> Fullscreen is checked, and if so uncheck it.

It doesn't work. Even though fullscreen is on, turning it off changes nothing. It seems as a bug to me.
