Creating and using custom commands

Hello everyone, I am rather new to using kdevelop. I know the thing that I want to do should be relatively easy, but I cannot seem to find the correct instructions anywhere on how to do it. My project uses clearcase, so I would like to have an added set of options when I right click on the current open file's name in the tab list that lets me do things like check out. I am running with V4.0.2.

Sorry if this has been asked and answered or if it is a user manual somewhere. If so, a link to that location would be most appreciated.

As a side, in a previous version of kdevelop that I had used, whenever I selected a new file, the konsole window would cd to the directory of the new file. I'm not sure if that was built in capability or something that was set up by a config setting. If I could re-enable that, it would at least make the check out process a little easier.
