The key sequence 'F1' is ambiguous

I have just installed KDevelop 5.3.2 on Windows 7 Professional. Pressing F1 results in the Ambiguous shortcut detected message:
The key sequence 'F1' is ambiguous. Use 'Configure Shortcuts' from the 'Settings' menu to solve the ambiguity...
I see only one 'F1' definition in Configure Shortcuts, it's for 'KDevelop Handbook'. Is there a problem with my KDevelop installation?

Running KDevelop Version 5.3.2, KDE Frameworks 5.56.0, Ubuntu 19.04 the key sequence 'F1' is NOT ambiguous here and opens the handbook in KHelpcenter

Thanks for your reply, but I am using KDevelop on Windows 7. Does anyone have F1 working on that platform with 5.3.2?
