Can I configure cmake project with other OS environment ( non local pc environment) ?

For instance , I have a PC (windows )and a laptop ( Ubuntu 16.4) .
I’ve mount remoted drive of laptop using sftp on PC ,and the laptop have configured environment that able to compile project successfully .

Now I want to launch Kdevelop in PC to import cmake project ,which cmakelist.txt in laptop .
By doing so , I can debug the project remotely . but as result ,Kdevelop configures project with local environment as default .
