How do I create a rectangle (box) on the desktop which is a certain length and width (and the top left hand corner is at certain coordinates) (like KDE Screen Ruler except like a view port).

And what should that plasmoid do? Sorry, I still don't get what you're up to.
If you want to set the size and position of a plasmod exactly, you might want to edit ~/.kde4/share/config/plasma-desktop-appletsrc manually. Greetings

I want a picture frame that will enclose a part of the desktop (and inside the picture frame will look as though there is no picture frame), and the picture frame size should be adjustable and the picture frame movable.

sounds to me like the picture frame widget does exactly what you want - it moves, can be resized and is by default w/o a border.

you need an app for that, they have a "keep above others" option
