If you want to set the size and position of a plasmod exactly, you might want to edit ~/.kde4/share/config/plasma-desktop-appletsrc manually.

I want a picture frame that will enclose a part of the desktop (and inside the picture frame will look as though there is no picture frame), and the picture frame size should be adjustable and the picture frame movable.

sounds to me like the picture frame widget does exactly what you want - it moves, can be resized and is by default w/o a border.

On top of the windows? I don't think so.

you need an app for that, they have a "keep above others" option

you could use showimage or kuickshow
