Kate - Doesn't respect read-only privileges for files

I'm having a problem with Kate that I'm fairly sure is new.

Within Kate I am able to save changes to a file in my home directory that has -r--r--r-- privileges. If I try to save a file outside my home directory (e.g. /usr/local), a window appears informing me that root privileges are required.

I tried a different editor (i.e. vim in this case) and was not able to save a read-only file in my home directory.

As stated, I'm fairly sure this is new behavior. I'm assuming that a Kate update changed some configuration setting, but I can't seem to find the option that controls this behavior.

Any input would be greatly appreciated.
