I'm currently running Linux Mint 19.2 Cinnamon 4.2.3. KDE connect does and has worked in this environment. I am not able to send files from my desktop to a Samsung Table connected to my local LAN. I am able to pair the device and can select a file to send. But the file never shows up. I am able to send files to another RCA tablet on my local LAN. I tried clearing data and cache for the KDE connect app on the Samsung tablet without success. Any suggestions concerning where to look next?
