KDE File Handler

I was wondering what is the KDE4 program to handle files and directories.
for example:

program file.pdf
then, the proper program to open PDF files would open the file.

program /etc/
then, dolphin would open the folder with the files.

I tried dolphin itself, but it opens two windows: an empty dolphin folder (like if it were a directory) and the program to open that file (Okular, in the PDF example).

Does Dolphin has a parameter to make it open just the program.
Or, is there another program to open any kind of files?

Yes, xdg-open does this on all desktop suites with respective tools.

On KDE this is kioclient, which can do a couple of additional things as well.
