Something is seriously wrong with the output of apt, as it is showing the same things will be removed as will be installed ( yet when they are already installed... )
Possibly it is going to do a vendor change, although zypper displays clearly that packages will be changing vendor rather than claiming removal and installation. Please ensure you have no duplicated repositories, and update their caches. ( apt-get update ) In addition, please disable those repositories which are not needed to install KDE ( ie. everything except the core debian repos )

You are a bit outdated, current Debian testing has KDE 4.4.5 at the moment. You are strongly suggested to update your current testing installation before doing anything else.
Using -f to workaround and outdated system is just unuseful. Please do not misuse it.
So it is not "uninstall everything", but just some packages (some of which are old and thus correct for them to be removed). As said before, this issue is due to your not up to date testing installation; please update it.

My testing is up-to-date.
I made every day apt-get update and apt-get -f update "in addition, please disable those repositories which are not needed to install KDE ( ie. everything except the core debian repos )" Its a possibility.... wich repositories i should just keep on sources.list? |

Not enough to make it upd to date, please use "aptitude update" or "apt-get dist-upgrade".
