Clicking hibernate in Kmenu does nothing but "powersave -U" does hibernate the pc. This does not work as a different user not root either

/var/log/pm-suspend.log shows only last successful hibernation which was 10 days ago

If you open the logout dialog, does it work from there?

yes - logout works fine as does start new session

when I start kde there's a box open on the top of the screen, something about performance profile does not exist check your powerdevil config (or such)
