All my applications seem to be running at nice of 19 except bash and daemons which are running at 0. My understanding is that the default nice value in openSuse is either 0 or 10 (forget which) but not 19. This is for all apps, not just kde (gnome, java, other).
Looked at the bashrc files and .profile (don't have) and no lines contain "nice". Ran search in /etc/sysconfig/ editor (an openSuse config tool) and no results for "nice". Apps started from konsole window are started at nice of 0, which is what bash runs at, apps started in kmenu or krunner start at 19. Restarted kde and the same (restarted by way of init 1, intit 5 - just didn't want to reboot). Tried as second user and same (now only I have the issue) Any ideas? Nepomuk usually renice's itself to 19 by default, but other KDE processes including kdeinit4, kded4, etc. don't. If all KDE processes are affected, I suggest checking /usr/bin/startkde or ~/.kde4/env/ for a command of file which would do this.

I checked /etc/ and ~/.kde4/ using Kfind for occurrences of "nice" and found no obvious reason for this. Also did look at /usr/bin/startkde and didn't see anything.
all processes with a nice of 19 have kdeinit4 variant (kdeinit4: kdeinit4 , kdeinit4: plasma-desktop, etc ...) as their parent result of "ps aux" http://pastebin.com/skV04nAn user tasks only

caused by a new version of Recoll indexer which was run in autostart - developer notified and submitted bug closed
