Just a quick question (I'm using Linux Mint 10 KDE btw)

When I try to go on to the KDE User Management thing, I get the following, and I have no clue what to do about it.

as root using kdesu can you run the command kuser

there's something wrong in your install, possibly the wrong version of a package, did you recently do an upgrade? did the "KDE User Management thing" work earlier?

1. This is the first time I have tried so I don't know, though if it makes a difference, my friend who has the same OS as me, has it working perfectly.

2. Is there anything I can do about having something wrong with my install? I've tried reinstalling kdesudo and kdeadmin...

can you run the command kuser as root? it should give you the same functionality

Hm, I've had the same message appear in 4.7.2-1 for the printer module and all of a sudden it automagically worked.

If you want to try and reinstall you need to look for a package named kdeadmin-kuser (or similar, that info is distro dependent).
